It is really not important, or earth shattering, but when, why, and who, determined that a necktie was not necessary with a shirt? What happened to a "shirt and tie?"

On TV news, the funeral in Israel, the ones I saw had open necks, no ties. I guess I am old, and old fashioned, but a shirt without a tie, well it is just not a complete outfit. A sundae, is ice cream with syrup on it. There are certain things that just go together, and a shirt and tie is one of them. Or, redesign the shirt neck. The collar is there, and was designed, to be a "channel" for the necktie, to cover up most of the tie, but to expose the "perfection" of the knot, whichever one the wearer preferred.
A complete outfit is a suit, or sport coat, a nice shirt, and a tie, NOT an open neck. To me, an open neck dress shirt is somewhat of an insult, it says, "Hey, I didn't want to take the time to put on a necktie, OK, just shut up about it, no one is going to tell me how to dress, I am my own man, do what I want, and, I cannot tie a nice knot."
