What words apply here, ludicrous, mind bending, there have to be many words that can express this situation. Ohio allows casinos (to generate income) and then pay for treatment to take care of the problems the state created that arise from allowing the casinos in Ohio.
- Smith and Wesson are going to pay for treatment for those who use their guns to commit crimes.
- Distilleries are going to contribute to a fund to assist in the rehabilitation of alcoholics who consume too much off their product and become addicted to it.
- General motors is going to pay for rehab on those who are injured in automobile accidents.
- Krogers will pay for any weight loss program for any obese Kroger customers. etc., etc., etc.

The commission regulates the casinos in Cincinnati, Cleveland, Columbus and Toledo.
The treatment program is funded mostly from casino taxes.
The agency says 209 addicted gamblers were treated in the 2013 fiscal year out of about 5,900 screened by agencies statewide.
A 2012 study estimated that 250,000 Ohioans are problem gamblers or at risk of developing an addiction.
