This angelic looking county commissioner, in my opinion, instead of being concerned about Licking County, spent his time contemplating Estate Planning and his retirement. He is fleecing and milking his friends, taxpayers and voters out of their hard earned dollars. And the old DOUBLE DIPPER is going to get away with it. I honestly don't think the voters would have re-elected him if they had known. HE IS TAKING ADVANTAGE OF THE PEOPLE WHO VOTED HIM IN OFFICE. He has raised the bar on POLITICAL DISTRUST. The Republican party should be very proud of him. There should be an outcry by HIS co-workers, the voters and ALL taxpayers in Licking County. LEGAL and IMMORAL ... another example of WHY politicians cannot be trusted ..................
Licking County Commissioner Doug Smith set to serve, draw retirement

NEWARK -- Licking County Commissioner Doug Smith will start receiving retirement benefits this year despite his recent re-election to office, a decision that has at least two of his fellow elected Republicans disgruntled.
Smith said he intends to serve the full four-year term as county commissioner.
However, for Ohio Public Employee Retirement System purposes, Smith will retire at the end of this year, just before his new term begins. The move allows him to continue to receive his paycheck as county commissioner and start receiving retirement benefits from PERS.
"I am not retiring from Licking County government but for a millisecond," he said. "I contacted PERS earlier in the year when I was debating whether or not to run ... I asked them if there was any advantage to continue to (wait) or should I just take the retirement. They said there wasn't an advantage."
Often referred to as "double-dipping," the choice to start receiving retirement benefits before actually retiring is not uncommon among government employees and is permitted through PERS rules with certain stipulations.
But Licking County Auditor Terry Evans and Treasurer Michael Smith said the decision is dishonest to voters who just reelected the commissioner.
"Personally, myself, if I had known this up front, I don't know if I would have supported him (in the election)," Evans said. "I had the opportunity to do this ... (and) I know there are some people that say it is allowable, but I couldn't do it."
The treasurer, who also is the auditor-elect, agreed.
"The economic situation, with unemployment where it is, and the economy where it is, it just doesn't bode well with our voters out there," Michael Smith said. "I think we are all held to a higher standard as elected officials and promise to do the right thing. This doesn't appear to have been the right thing to do."
Michael Smith said if the commissioner wanted to retire and knew it ahead of time, he should have notified the board of elections, which can be done in several ways.
One is to notify the board 90 days before the election, at which point it becomes public record. Another is to notify the appropriating authority. A third choice, Michael Smith said, is to retire 90 days before the general election.
It also is common to notify the political party, he said.
Michael Smith said because the commissioner did not follow any of those options, the retirement money he receives during his term will go into an annuity that he receive in a lump sum at the end of his term.
The auditor and treasurer have delivered a letter to Doug Smith asking him to either withdraw his retirement application or vacate his office.
But the commissioner said he made a personal financial decision. He has worked for local governments since the 1970s and has paid into the retirement system since that time. Counting his additional military time and time he has "purchased" through the years, Doug Smith has maxed out the benefits he will receive.
"There is nothing illegal or unethical about it; it is just a personal decision I've made to start drawing my retirement," Doug Smith said.
Doug Smith said it also is an estate planning decision. If he were to die today, his heirs could recoup only the money he has paid into the system. After he retires, however, they also can recoup the money received during the retirement period.
"By delaying it, it would not have been any benefit to me," Doug Smith said. "I make no apologies for paying into this and accumulating 45 years of service."

hi ol dooley..... from justin
we went to the new walmart super store thing yesterday n we spent nerly the whole day in there afore we culd find all the kids
doggies thet is one big store
they had everthin you culd ever want to buy
we had our govenment check for not raisin corn this yer and it went fast
i don think i ever seen so much stuff in one place afore
they had one whole area just with fish n stuff like thet
n they had some lectric cart thins up front that iffn you got tired you culd ride round the store in them
then even had a bankin place an a eye store n picture takin and finger nail painten n a sanich shop n a beeuty shop for the women
we never seen nuthin like it
some feller tol us they got them all over the world
where are they a buyin all thet stuff to put in all them stores all over the world
they is big and makin money essie sed maybe they shuld take over the guvernment thet they culd do a better job of it
wunder iffn thet obama president fella gae them any stimulis money
i bet they didnt need none though

lotta talkin at pineys store bout thet policeman and thet professor up ther at the harvard university
aat first when we heard it was a gates fella we thut that ol bill gates from thet micrasoft place had done sumthin rong and had bought that harvard university for himself to put in a place to make more of them computers n things
arley told us the guys neighbors called the police cause someone wassa braking the door down n they didnt know who it was
so the police cum n arley sez the guy got reel nasty with them and said nuthin cept they was racists
the only racists we got down here are them folks thet enter the ol potato sac race when we do the carnival at the county seet
anyway the guy got nasty wit them and they thru the cuffs on him
one thin too thet hattie sed the policeman that did it teaches them other policemen a class in sumthin like racial profileing or something like thet so it dont seem like thet policeman wuld be the kinda guy to do something like thet harvard professor sed he did
then we find out thet the harvard professor has a whole passel of degress n is a frend of bama
i guess it was why the bama president felt he shuld say something on the national tv bout his friend even thou he didnt know nuthin bout it

I occasionally hear from Justin O. Smith, uses a typewriter, no shift key, some keys don't work. He lives down in South Eastern Ohio, has his own views on things, and lives in the Appalacian area .......
hi ol dooley hadnt write to you for a while and jus wanted to let yhou know whut was a goin on down hear
thins is purty good we got our checks in last week so we is livin high on the hog for a while we got ourn checks for not growin stuff and some sorta stimulator check cum with it
this yer we is growin soy beans caus they pay us more for not raisin soy beans than corn
we wusnt sure if we wuld like not raisin soy beans but it has worked out ok
had a grange hall meetin last week with a reely good crowd showin up
well we was all in town anyway spnding our stimulator checks like they told us to do
they sed it wuld help the conomy ifn we spent it all so we tried reel hard to oblige them fellers in the capital
thet bama fella seems reel nice he sure issa silver tonged devel aint he
we all jus wondered why his hed keeps goin from one side to the other
esse teylor sed maybe he hadda been watchin they fellas play tennis and his hed just kep on doin it
shee sed he is sucha reglar guy he even invites folks over to his white house ther for a beer or two
reel down to earth sorta guy

but they left them there anyway
they give him some big ol thin they called a generator but didnt give him no gas for it

As Justin Tells It
Justin does his work on an OLD typewriter, not all the keyes, the shift and a few other things don't work.
we had kindee a strang theeng happen in church today
there was this older cuple that had been going to our church regular for a long time but they kindee kep to themselves an we didnt no them tu well
his missus had beena coming by herself for the last few weeks or so cause she said her husband had not been feelin too good
well they com today
i guess he wasnt feelin that goodd but the missus wanted him to try to go cause she was a good church goer n didnt want to miss too much church goin
his missus tol him that ifn he got to feelin poorly to just get up n go outside and wait for the end of the sunday chuch service
so they come to church service and he put his hat down under his seat in the wire thing that they had to put hats and things
bout halfway thru the church service he got to feelin poorly n told his missus mother i think i am a going
she was kinde perturbed but his missus sed o alright john go ahead an go but dont forget yur hat
so john reeched down for his hat under the seat in the wire thing well he jes kept goin n died right there on the church floor
we will be a goin to his funral in a few days
